This was the original ASCEND NLA solver, a.k.a slv0 by Karl Westerberg[1]
It is not currently functional, and due its dependency on linsol and due to it being dependent on a no-longer-available solver API, it has been moved to base/disused/solver for the moment. Perhaps it will be brought back if someone has a need for it.
For the moment, you probably want to use QRSlv.
