This was an 'Interior Point Solver' for conditional modelling, implemented by Vicente Rico-Ramirez for his PhD[1].
The source code is in the repository at solvers/ipslv but it hasn't been made to work for quite some time. This code was recently (Mar 2007) rescued from a computer somewhere in Mexico.
